Aligning Workforce Capabilities to Mission Demand

Led a cross-functional team to evaluate U.S. Customs and Border Protection's Human Resource Policy and Regulatory Affairs (HRPRA) programs, conducting workload analysis, performance monitoring, benchmarking, and workforce supply/demand studies. Delivered a data-backed report that justified increased staffing and aligned resources with CBP’s mission needs.

Faced with rising workforce demands at U.S. Customs and Border Protection, led a team of subject matter experts and HR analysts to evaluate the Human Resources Policy and Regulatory Affairs Division (HRPRA) programs for effectiveness and operational efficiency. Designed a multi-phase diagnostic strategy that began with a workload analysis of recurring projects, followed by a comprehensive performance monitoring study, a benchmarking review of performance management and awards practices, and a workforce supply and demand analysis. My goal was to produce a data-driven, defensible case for increasing personnel capacity. Synthesized the findings into the FY 2022 HRPRA Program Personnel Justification Report, which clearly outlined the division’s capability gaps and future talent requirements. The report directly supported leadership's case for resource expansion and positioned HRPRA to better align staffing capacity with CBP’s evolving mission needs.
