Developing and Driving Programs

Built and Operationalized CBP’s Policy Evaluation Capability

Led the development of the Policy & Organization Program Evaluation (POPE) framework for U.S. Customs and Border Protection’s HR Policy & Programs Directorate (HRPPD); negotiated a partnership with the Department of Homeland Security, and co-developed evaluation protocols. This resulted in CBP’s first sustainable evidence-based assessment system, enhancing program effectiveness and compliance with DHS evaluation mandates.

Policy Effectiveness

To enhance the effectiveness and accountability of HR policies and programs within U.S. Customs and Border Protection's Human Resources Policy and Programs Directorate (HRPPD), spearheaded  the design and launch of a comprehensive evaluation framework aligned with the Department of Homeland Security's "Program, Policy, and Organizational Evaluations" directive. Established a partnership with DHS' Program Analysis & Evaluation Division to implement RAND's Getting to Outcomes® methodology and collaborated with CBP’s Chief Accountability Office to inform the FY2024 Learning Agenda. Further, partnered with key internal stakeholders to develop a logic model and compliance protocol for the Hazardous Duty Pay (HDP) Program and led the development of an evaluation plan to assess HDP eligibility determinations. As a result, HRPPD institutionalized a rigorous, evidence-based evaluation function that drives smarter decisions, improves outcomes, and strengthens accountability.
